Just a guess, but maybe people see player getting caught and suspended by NFL drug testing, so they believe it is comprehensive?
They don't realize: a) that HGH isn't tested for (since it is urine tests only) b) how well steroids can be masked, c) that most of the drug suspensions are for illicit drug use and not performance enhancing drug use.
But that is just my guess.
