never heard of this before, but I have very dark front tinted windows so I doubt anyone could get a very good picture of me.

Here's my possible explanations:
- You drive a nice car and he wanted a photo of it.
- He is building a pathetic case against you to use in court.
- He is mentally deranged.
- There is more to the story that you aren't telling us.

It is kind of weird but I'm having a hard time understanding why it is "freaking you out".
Some random dude has a crappy picture of you or your car. What can he do with it? Even if he did get a picture of your license plate, so what?

My guess is the guy didn't appreciate, what he thought was, you tail gating him. So he snapped some pictures to take to the police. Which of course won't go anywhere, but maybe in his head, he thought it would. I wouldn't be too worried.
Or he could be from a news outlet and he is doing a expose on road rage. And the picture of you flipping him off would make a good cover page.
Either way I wouldn't be freaked out.

He said he wasn't tailgating. And the Rav4 followed the rules of the road and moved over out of the left lane. The first pic would have garnered no rage.
