Screw the tracking device, this person needs to be thrown down a well, then we'd know where he is all the time.

I think prison would probably serve the same purpose. They gotta stop letting these people out all the time.

Perhaps as a condition of parole the offender has to live at the Judge's house for the first year, then lets see how many of them get let out.
