Need help identifying a game

so this is all I know.

Its a mmorpg(?)
There are two sides, Cops and Gangs
You chose a side, and go through the game
Said it has a GTA feel to it
May not be out yet, probably still in development.
You get money to make your car better to evade the police or vice versa.

Anyone know about this?

See, I've never really played an mmorpg before because they generally don't interest me. I'm not into the magic and weird aliens/creatures. But this one is right up my alley.
