Last Friday Russia's Parliament ratafied the Kyoto Treaty. With Russia signing on it cleared the last hurdle keeping Kyoto from coming into force.

As discussed here, it won't fix global warming, but at least it is a start down the road.

Under Kyoto, developed nations have agreed to cut emissions of carbon dioxide by at least five percent below 1990 levels by 2008-12 by restraining use of coal, oil and natural gas and shifting to renewable energies like wind and solar energy

I believe Canada now has to cut emissions by 25-30%

How do they police it and what's the penalty for not meeting the quota?
