I will quickly second that. Have you seen Dogville fotze? Worst peice of trash I have seen in a long time.
My favourite foreign film I would have to go with Goodbye Lenin right now. Very good movie.

Favourites (so far):
Unbearable lightness of being (the book by Milan Kundera is even better than the movie)
Babette Blue (nominated for an Oscar long time ago)
Amelie (loved the camera angles)

I liked "Run Lola Run". When I met my wife, she was living in Berlin.

My favourite is probably "Open Your Eyes".
The Hollywood adaptation called; "Vanilla Sky" starring Tom Cruise is also quite good.

Anyone ever see an Austrian (it might be German) film called, Funny Games?

Off the top of my head, some great ones:
Repulsion - Best creepy movie I've ever seen
Amelie
Ikiru - So good...New DVD reissue is great
City Of God
The Bicycle Thief
Y Tu Mama Tambien
Zaitochi
No Man's Land
Brotherhood Of The Wolf
The Station Agent
Hard Boiled
Tokyo Drifter
The Killer
After some research, also these:
Talk To Her
The Barbarian Invasions (Canadian French - foreign to me!)
Three Colours Trilogy (Red/White/Blue)
L'Avventura
Didn't Like As Much As I Thought I Might, But Still Good:
8 1/2
La Strada
The 400 Blows
The Seventh Seal
Overrated:
Can't think of too many right away...usually, I rent foreign flicks after a recommendation or a good review I read, so I don't see too many crappy ones. Here's some I've seen that aren't worth seeing again (using my imdb.com list):
Osama
Dogville
Kolya
Cinema Paradiso
Satryicon
Like Water For Chocolate
Any Truffaut/Godard film
Jules And Jim

Man, I saw this one film from the Czech Republic before really late at night on Bravo. It was a few years back and was the most bizarre thing I have ever seen.
From what I remember, the lead guy was a priest, and I think the only actual human. The rest of the characters were maniquins (sp) or marienette (sp) puppets. I can't remember the story, and it was far too wierd to follow. All I remember was that he had sex with one of the puppets and then it turned into satan. It was the creepiest movie.
Anyone see that one?

City of Lost Children (from France I think) was another pretty interesting movie.

French:
- Les Invasions Barbares
- La grande séduction ("Seducing Dr. Lewis." I loved this one... very funny!)
- Le placard (The Closet) (Not great... but funny enough. Sometimes it loses a bit in the translation)
- La révolution française. Any history buffs out there might like this... running time is 360 minutes, at it does an excellent job in chronicalling the french rev. I believe it was filmed in both English and French, though I've only seen the French version myself.
Italian:
- Ricomincio da tre
- Mediterraneo
- Life is Beautiful
- Pane e tulipani (Bread and Tulips.) Didn't like this one.
There are more that I can't think of right now.. the names will no doubt come to me as I write midterms tomorrow!
I'm still waiting to see Amelie and Triplets of Belleville (I'm a little behind)

Krystof Koslawski (sp?) Three Color Series (particularly Red) was incredible, as was his Double Life of Vernonique.

Oops. My bad. Although you could say it is foreign. Just not non-English dialogue. Whatever.
