Didn't it all start out that way? There were very few approved growers that were being strictly monitored. A friend with MS said that he tried some from the approved growers and it was so incredibly weak as to be useless. He said he might as well have been smoking newspaper. So he had to go to growing his own.

Personally, I think the fact that it will cost 4x per person vs. those that grow their own for medicinal purposes is complete garbage. I know someone who grows a very specific strain for himself (legally under the plan) because of how it affects him physiologically and he probably won't be able to get said strain from the new government approved megagrowers. So, on top of being poor his available medicine will probably be less effective.
