The NHL guys have insurance to cover them and huge contracts on the line, and possibly the Stanley Cup in the balance during the playoffs. You can understand how tensions can rise and fights break out, but kids in junior or rec hockey players?

In our league there was one team that was notorious for trying to start fights. Our league has a zero-tolerance policy where you automatically get the gate and then the rink fines you 20$ for the first time, 50$ for the second and 100$ for the third offence. Might seem harsh, but we play next to a mall food court, and a lot of kids are watching.
Eventually the other teams banded together and got those ne'erdo-wells booted from our league. Now it's a lot better. We're allowed to play tough, physical hockey within the parameters of no-check, and nobody gets their nose out of joint about it.
