Actually that's a good idea for the guy who found it. Most likely it was proceeds of a crime. By reporting it to the police, the criminals aren't going to admit to a crime.
Myself, with it being a courier envelope I would have turned it in. Last thing I'd need is it to be traced and I get asked where the money is.

That's not necessarily true. A few years ago my folks were selling their old Yukon to a nice Korean family. The guy told him that they were going to pay half in cash and half by certified cheque. When the guy showed up to pay for it he told my folks that he didn't have time to go to the bank so they brought all cash. TWENTY SIX THOUSAND DOLLARS!!!!!!
So let me get this straight.....you didn't have time to go to the bank....so you're gonna give me 26 grand in CASH!
I'm guessing the same people who have $26 grand in cash just sitting around the house are the same kind of people who may be inclined to send cash through the mail.

I would have turned it in. $18,000 mysteriously arriving in your mail could be potentially be very dangerous.
Plus now, you can use this case in the future to argue to keep something you find (after turning it in the first place).
