Guys, there's a stigmata that goes with wearing big pants and it's not a joke. Gang members are infamous for wearing these types of clothes and using them to conceal weapons. It got so bad in places such as Dallas, South Central LA, Kansas City, Chicago, that police are trying to find anyway they can to combat the crime. If you can't conceal the weapon or the drugs with big clothes, it helps the police do their job.
I realize that's a very stereotypical way of looking at it, but that the most simple way you can break down the attempt to ban it. Trust me, it's not because people consider it an eyesore because there are other things you see people doing/wearing that look just as bad. Goth? Hello!!?? No one is looking to ban all black clothes and black make-up now are they? Because they have no right to. But then again, people who dress in goth aren't known for pulling an ak-47 out of the crotch of their pants and shooting someone in the head.
Anyway, I hope it doesn't reflect badly on me that I typed this out. It's not necessarily my feelings, but upper level of society in general. They're openly admitting their stereotypes with attempted laws such as this.
