Lots new web addresses created by internet chiefs
So we won't run out of space soon....

Of the internet addresses available, more than three quarters are already in use, and the remainder are expected to be assigned by 2009. So, what will happen as more people in developing countries come online?
The answer is IPv6, a new internet protocol that has more spaces than the old one: 340,282,366,920,938,000,000, 000,000,000,000,000,000 spaces, in fact.
“Currently there’s four billion addresses available and there are six billion humans on Earth, so there’s obviously an issue there,” said David Kessens, chairman of the IPv6 working group at RIPE, one of five regional internet registries in charge of rolling it out.

IPv6 was initially declared the "Next Step" in 1994. It has been around a while but hasn't really gained much traction. It will (there won't be much alternative), but not until some major players start pushing it.
If you look at some of the Windows updates or you network connections, you'll see you've probably already installed some of the drivers/updates.

I can't see it being implemented for a while yet if not ever. The cost of rebuilding the infrastructure would be phenominal, if you take into acount that most networking hardware isn't compatible with IPv6 and can't be retro-fitted. It is a lot cheaper to continue down the path they're on, using NAT to connect more people. Hard to tell at this point.

Once vista comes up, you will see IPv6 take off, Vista is built for it.
As for 4 billion addresses, 6 billion people. Its because some Network Admins dont know how to properly sunnet and how to use the public IP range.

A lot of stuff is starting to be IPv6 compatible. Lexmark printers all support IPv6 these days, as do many other manufacturers.
This is inevitible, and likely within 2-3 years it will start to take hold. Especially as more and more web enabled PDAs start to come online.
