A friend of mine toured China for quite sometime. She told me how China is more like a bunch of separate countries, than one country with one system. This was about 3 years ago, and even then she told me how progressive Shanghai was, and that someone might think they were in a western city with how liberal it seemed.
Elsewhere in China, it was a different story of course. When in western China, citizens were very restricted, and had little access to anything from the outside world. At one point, she was even apprehended and forced out of the province. Apparently there was a terrorist attack, and they didn't want any foreigners around to be able to report on it.
