Be careful about what you are getting. There is such a thing as FTA or Free To Air. Basically it's channels that are offered for free over satellite. One classic example of this is the 4 major US networks from Anchorage. Because the state is so huge, it would be very expensive to have transmitters in every little town, so they offer it free via satellite. A good idea of what is offered for free can be found here:

There are two potential red flags there. First, I would guess that for $40 that only includes a tuner card. Sounds a little cheap for the tuner card, so my guess is the card is only $40, then they over charge you on the other components: dish(es), LNB, switch, etc.
The other red flag, sometimes FTA gets its name smeared because people use it for hacking. I'm not going to get into the how's of that because I'm sure it's not something we want discussed here. All I will say is that the people I knew who were hacking have all stopped; mostly because it was too much of a hassle- both in time and money.
