I wonder what started this bill? Do you think it has Aboriginal claims as its starting point?

It's probably a good idea. With how "lawsuit happy" society has become, it's good that at the scene of a car crash I can say that I'm sorry about the crash, and not have it come back as a claim of guilt on my part.
