Yeah, I think it has to be Fox at this point. Getting a future Norris Trophy winner 66th overall was a great pick by the scouting staff.
He's 16th in games played and 8th in points from the 2016 draft.
Even if you had 100% foresight about how things would turn out with him, you still make that pick every time.
Also, despite some people around here acting like including him in the trade was a free toss-in by Treliving, Don Waddell confirmed this summer that the trade wouldn't have happened without Fox being a part of it and assurances from Fox's agent that he'd sign with the Canes.
