Isn't the rule you have to put your guy on IR if he is under 95 and you have to have 12 healthy forwards on your roster?

I get the division leaders get the first 3 spots but the 1st and 2nd place teams regardless of division are the top 2

Correct that's how the sim is set up in terms of who gets the playoff spots. Top 2 from each division then the next 4.
