Hopefully he's the guy who was responsible for scouting the likes of James Neal and Troy Brouwer.

Considering pro scouting has been at/near the top of the Flames' problems, I wish the Canucks would've hired the entire pro scouting staff

Makes sense, Rutherford had him in Pittsburgh. He was a pro scout there when Rutherford joined the org then he promoted Clancey to Director of Player Personnel.
Clancey left after Rutherford did. Didn't take long for them to be reunited

How can you have an AGM when you don't have a GM? Isn't Rutherford supposed to hire the GM and then mentor him? And shouldn't that GM be hiring his own AGM?
This all seems very silly.

Maybe it's the same pro scout that played a role in Rutherford signing Jack Johnson to a 5 year deal.

FYI Clancey was only hired by the Flame two months ago.

I believe the Flames only hired Clancy this past summer.
And this leaves them with practically no pro scouts. This position will have to be filled ASAP.
But good for him.

Usually, from what I understand, those clauses either are waived or don't apply if you are jumping to a new organization to get a promotion. Clancey would probably be ineligible to take a position as a pro scout with another team.
As for hiring an AGM when you have no GM, the Canucks' front office is very thin at the moment. I'm sure Rutherford wants someone he knows and trusts to help him through the interim period. Once the new GM is hired, they'll probably find Clancey a job suitable for an AGM that keeps him out of his new boss's way. He might even end up with a VP title and report to Rutherford directly.

Most NHL executive contracts have out clauses, especially for promotions but not always.
