Kempny could be an interesting pickup for anyone looking for a 6/7 d-man.
Logan Brown could be an interesting reclamation project for a team with little playoff aspirations

If he doesn’t play 30 games for the Blues they keep the pick they got from Ottawa in the Zach Sanford trade. They’re motivated to send him down.
Not sure how those conditions work if he’s picked up or traded to another team that plays him over 30 games.

Yeah, Kempny seems like an obvious pick up for a Detroit or Buffalo.

The 30 games is for the Blues not for whoever picks him up
The Blues would not get any benefit so no pay

Kinnvall and Zary are both Injured Non-Roster, meaning they will stay in Calgary to rehab until they are cleared to play but they don't count against the cap. Werner, Duehr, and Mackey are waiver-exempt and can be sent down anytime.
If you take those five players off the roster plus the two on waivers this morning, that drops the active roster to 24 players. If Pitlick is put on IR to start, that brings us to a cap-compliant 23 man roster, with $300,000 in cap space.
Once they're compliant, Pitlick can be put on LTIR to give them some wiggle room. If Richardson's injury will keep him out of the season opener, Duehr can be brought back up to play in Edmonton.
