I don't know about other places but it seems like a lot of the drains on the streets of McKenzie Towne have sand bags around them. What is the point of this? For instance, on the weekend with all the rain there were several spots where a lot of water was building up on the roads but if the sand bags weren't blocking the drains this likely wouldn't be the case. Just curious why this is.

Keep silt out of the storm sewer system I would have to imagine. Plus it stops a bunch of crap from clogging up the drain resulting in large pools and a useless drain.

McKenzie Town is a new area correct? If so it's like he said, to keep out all the refuse until construction is completed.
