Calling the cops on loud neighbors
Since new tenants moved in on the floor above me, a guy comes to our parking lot at all hours of the day (usually 2-5AM) , yells out the name of the tenant very loudly at least 3 times, and waits for a package to be thrown down to him before leaving.
I live in a loud neighborhood and can sleep through all the traffic and street drinkers, but this delta bravo is closer and louder than anything else I hear. I'm bad at getting back to sleep so I'm losing 2-3 hours of sleep every time. I tried molded ear plugs but they aren't working.
I've never had to complain about a neighbor in my life. If it was just general noise, I would knock on his door, but due to the nature of whatever commerce he's engaged with, I don't want to get involved and find my tires slashed or something.
How would you deal with this? A letter? Tell the landlords (they also smoke on their patio which is against the rules here - not that I care much)? I can't imagine the police would/could get involved for such random, short bursts of noise. The guy would be long gone before any cop would even get close to arriving.

Make me wonder if that package was illegal drugs. If it is, call the police and mention the incidents and ask them if they find it suspicious.

Ummm, if it's true that a package is thrown down from the window on a consistent basis, the cops would be VERY interested, not because of the noise, but because of the packages being thrown down, and would have the resources to stake out and observe.
A) That would be terrible drug dealing on their part
B) I don't see what else that could be
To be honest, I'd probably not talk about it online and just give police all the details of what's going on.

Step 2: Holler at your neighbour until he tosses the package down to you (in a classic case of mistaken identity)

Ya, it's easy to assume drugs but that does seem really sloppy. He does look as dumb as bricks though.
I thought the cops couldn't do anything with my flimsy evidence. I guess a call never hurts.
And I'm in the west end. Can't blame this one on bridge and tunnelers.

It won't have anything to do with your flimsy evidence. They can't make arrests on flimsy evidence, but they can certainly investigate on tips.

Step:6 Call the cops when a fight breaks out in the place above you.

I just can't imagine someone being that dumb and if it's a package then it's a significant amount. No drug dealer is that stupid.

I'd start keeping records of the dates/times you're being woken up by these exchanges and report them to your land lord & (non-emergency line) police as well.
Of course there's always the option of yelling "Shut the eff up!" next time this clown shows up. When/if he talks back just let him know you're calling the cops.
