Actually, the reporter is reporting opposite of what you are saying.

Military vehicles were sent to the Hyatt hotel where tourists were escorted by soldiers on to the vehicles and taken to the SuperDome where they currently have a line of people waiting to get moved out of the city. According to the reporter, locals have been waiting in this line up for four days now, but the tourists were moved to the front of the line once they arrived so that they could get out of the city as soon as possible.

So in fact, the tourists are getting priority over the locals --- not being taken advantage of.

Thats BS everybody should wait they're turn, wether your local or tourist, not saying it's race related but how much do you want to bet 90% of the tourists are white.

And it was probably Bush and his racist rich buddies who order them to be taken to the front of the line too.

Maybe they were evacuated first because they did not need to be dealt with once they were out on NO. Perhaps the people that are locals had to wiat because shelter, medical attention and other things had to be organized in whatever city they were going to be headed to.

To be perfectly fair, I absolutely agree with getting the tourists out first.

Think about it.
You have an entire city under water and there are undoubtedly a large number of tourists around (seeing as it is a huge tourist town).

They have a huge number of people who are going to need long term assistance/accomodation because their homes were destroyed, why the hell would you not want to get the tourists (who presumably have a home to go to) the hell out of the way as fast as possible so that you don't have to deal with them and can focus on the people that need the long term help. It just makes good sense to get those who have somewhere of their own to go the hell out of Dodge.

It's not a race/image/whatever else you want to call it issue, it is a logistics issue plain and simple.
