Personal leave for stuff like that isn't applicable for emergency recalls?
(ii) Emergency conditions shall be established when the playing strength of the Loaning Club, by reason of incapacitating injury or illness or by League suspension to its Players is reduced below the level of two (2) goalkeepers, six (6) defensemen and twelve (12) forwards. Proof of the existence of the emergency conditions including the incapacity shall be furnished to the Commissioner of the League upon request made by him.
Injury, illness or suspension only. Births and Deaths aren't emergency conditions.

They don't currently have any d-men up on an emergency recall, so even if they can't designate him as a replacement for Engelland, they could say he's a replacement for Wideman or Smid.

Hmmm seems shady to me, but if the league is cool with it then great. 4 recall rule is stupid anyways.

I'm sure the PA made sure it was in there so that veterans can pad their stats a bit post-deadline. If teams get to recall half their farm team, journeymen stand to lose millions on July 1.

I think it has more to do with not screwing the farm team than anything else. I remember Seattle calling up Cannon players when we needed them and Seattle didn't.
