Teams have a 23 man roster, in order to have subs around in case someone can't play.
After the trade deadline, teams are allowed to make only 4 more (standard) recalls.
However, if a team doesn't have 12 forwards, or 6 defensemen, or 2 goalies available to dress because of injuries, they can recall a player on an emergency recall basis, and that doesn't count as one of the 4 standard recalls. There is no limit to the number of emergency recalls (as far as I know).
With only 20 men on the roster, every time someone is banged up, they can call up a player.
