You are a little confused.
A qualifying offer is defined by the CBA as the minimum offer a team must make to retain an RFAs rights.
If a team doesn't give a qualifying offer to an RFA by the deadline, the RFA becomes an UFA.
If the team does give a qualifying offer to a player, the player has two options.
1. Player accepts the qualifying offer. This means the player is signed to the $ and term of the QO.
2. Player rejects the qualifying offer. The player is unsigned, however the team retains him as a RFA and can continue to negotiate a contract. The team also retains the right to match an offer sheet or receive compensation (if the player is eligible for an offer sheet)
Option 2 will likely be the case of all 12 players the Flames have announced today, and the Flames will have to negotiate new contracts with all of them.
The QO to Hamilton was rejected, but it prevented him from becoming an UFA. That is pretty much it, he won't accept the offer because he can make so much more. Flames still have to negotiate a contract with him.
