I think it has less to do with being a native and more to do with the fact that his family has a stake in the team.

I've never really understood the 'wanting to play close to home' angle.

NCAA players should have to do the same thing that CHL players do. After they graduate, they can either accept a contract from the team that drafted them or re-enter the draft. Only if they go undrafted do they become UFAs. It makes no sense the way it works now.

..pretty sure CHL players can become UFAs if they spend 4 years after getting drafted without signing a contract.

CHL players are UFA's the moment they are undrafted in their draft year, case in point Joe Hicketts. If the Flames failed to sign Hunter Smith by the end of next year he would be a UFA as well. There are many examples of when CHL players are UFA's so for a NCAA guy to be a UFA is not just a NCAA thing
