Umm, there's a few stories being combined in one article. One woman was raped (or sexually assaulted, to use the legal/judicial term). A cab driver has been arrested in relation to that rape.
Then, the article moves to quotes from a few other Calgary women who have felt intimidated in recent cab situations. If you tell someone "go to Deerfoot" and the cab driver is going the opposite direction to Deerfoot, not responding to your questions or destination instructions, and giving you a bad vibe, I think it's ok to trust your gut and GTFO.
It's just the media being the media, though. "A woman was (allegedly) raped in a cab. Now let's gather some quotes about other intimidating and/or somewhat sketchy cab experiences and start scaring the female population about their safety when taking a cab ride!" Fear sells.
