Rather than looking into buying unlocked phones, if there's a phone you like look into how to unlock it yourself. Very simple. On most Android phones it's simply a matter of putting a code into the keypad.

Be careful of buying phones off Kijiji... some of them could be stolen therefore the RMA of the phones would be blacklisted by all of the Canadian mobile networks if the original owner reported the phone as stolen.

This. Even if you can't find the code for free, there are usually websites that sell them for $20 or less.
The problem was I smashed my unlocked nexus 5 with only a few months til my contract expired. I had planned to go to wind start. I couldn't convince myself to buy a phone outright this closer to Christmas so I got a nexus 6 on contract, sadly.
I think in the states you can buy other stock android phones on the Play store but as far as I know in Canada you're restricted to nexus phones.
