Aren't those on rollerblade wheels?
Any sport shop will have them. You might need to buy a 4 or 8 pack though...

The building doesn't look like much from outside but they have a lot of stock, half of one entire wall is nothing but wheels, casters, rollers, etc. Everything from ATV wheels/rubber to small furniture rollers.

If you cant find the part you are looking for at the previously mentioned place, there is a scooter shop in Calgary called Vermin. You could call and see if they have what you are looking for.
