The problem isn't download rates, it's bandwidth caps and upload rates.

i can't even use my netflix .

I watch using my xbox (wifi) and Rogers ISP. But the video quality is so terrible i just can't watch. I haven't cancelled my netflix, am hoping that when i move to my new place next week i can figure sorting this out then.

Any suggestions would be welcome though....

First off try connecting your Xbox to your router with a cable instead of wifi (cat5 cables are cheap, even super long ones). That will tell you if the problem is with Rogers or with your router

Just get a power line carrier and plug your box directly into the net. Don't use wifi.

You have to pretty well pause your movie when it starts on Netflix as it buffers or it's unwatchable in the low resolution they are now using to start movies earlier.

yup, that's what i hope to set up in my new place.

Was more curious if people use any kind of vpn or dns masking service to try to avoid ISP throttling, which might be the case with rogers.

Can't say enough about how satisfied I've been with Telus fibreoptic 50/15 since I got it a year ago. The service has been great, speeds never slow down and Netflix plays instantly in Super HD with no buffering (over wifi). Couldn't ask for anything more (well, maybe a cheaper bill ). I've also never been given grief about bandwidth caps, and I download/stream a lot of HD content (games/movies/TV).

What's your bill for the fibre optic? Right now I'm paying 60something for Optik TV and Internet but it's a pretty basic package.
