I don't torrent, but for use when I am working at public wifi I use ProXVN. There is a coupon code for 20% off the lifetime of the account, SN20. That puts it at about $5 a month, if you purchase by the year.

I have zero issues with speed, plus there is app (iOS and Android) or pptp support for all my mobile devices and exit nodes in several countries means I can bypass regional restrictions as needed. I always watch Netflix on my phone or tablet this way, to access US content wherever I am.
