Default Update to waiver rule

This is an update to this rule:

Any player waived to the AHL with an OV of 64 or greater, who is 23 or younger, must clear waivers upon re-entry to the CPHL. GMs will be givena deadline to get any player re-rated to 64 or above on their CPHL team. For goalies the cut-off is 74.

Based on the new grids the cut-offs are now 68 for skaters, 73 for goalies. Any questions/concerns?
We will set a deadline for teams to get these guys up to the CPHL but it won't be until closer to the season start.

So, just to clairify:

I have player X (who is 23 years old) currently in the AHL (never sent there from the NHL, spent his entire career there) that re-rated to a 68.

If I don't bring him up to start the season, does he need to clear waivers to come up mid-season? I only ask this because the first line of the rule is a bit confusing to me ("any player waived to the AHL") and I've never seen it happen to anyone.

2nd question:

If I don't bring him up this season, what happens when he turns 24 next year?

Yeah the rule is a little poorly worded. All players regardless of if they were waived down there have to be brought up. You could wait until he turns 24 and then bring him up. But if you accidentally bring him up this year, he would go through waivers.

just to clarify that I understand everything: so I have to bring up a player before the season if

- a skater is 23 or younger with a rating of 64 or better (74 for goalies)
- a skater (regardless of age) with a rating of 68 or better (73 for goalies)

or they'll have to clear waivers when I leave them down at the start of the season and later want to bring them up?

^No. Your 2nd point doesn't apply. If the player is over 23 it doesn't matter when you try to bring them back up. They will only go on waivers if you try to send them down.

The re-entry rule only applies to players 23 or younger AND 64 ov (73 for goalies) or better.

I read it wrong the first time, I didn't realize that the first paragraph in the OP is from the old rulebook and the second one is the update. Thought they're both new ... my fault.
