Heres an article about a few guys who have attempted starting their own legitmitate...or not...countries.
...the most successful made-up nation would have to be Sealand. Englishman Roy Bates founded Sealand in 1967 by occupying an abandoned World War II artillery platform 7 miles off the coast of Britain. He proclaimed it an independent state and named himself Prince Roy of Sealand.

My friends and I were gonna start our own countries in the 100m or so between the "You are now leaving Alberta" and "Welcome to BC" signs, but we decided against it.

when a friend of mine got his pilot's license, and started renting planes for day trips, we got the idea of flying out to an unusually large iceberg a decade or so ago that was floating by newfoundland.
1.) declare country
2.) get UN / world bank money
3.) hire tugs to tow it north so it doesn't surprise us
4.) sit back and watch refugees land to start fishing villages, and carefully balance the ecosystem!
