You know it's a tough labour market when even terrorists are having trouble with staffing quality people. A reprimand letter was found in North Africa, some of the main issues were:

* DIDN'T answer his phone when they called
* FAILED to turn in his expense reports
* IGNORED meetings and
* REFUSED time and again to carry out orders.
