Any page that wants to message its userbase would be one example. Right now a lot of those messages end up in the "other" folder and people never see them. A band could send a mass message to their "likes" for example, to announce a new song release, and this seems to be the way facebook figures they can monetize that relationship.
It won't be $100/message. As they note, this is just testing right now. At $0.20 per message or something of that nature, to send to 2000 people would be a cool $400.
