On the main screen of the league it says waivers go Ito effect to start the next period. So I am assuming you can make any roster changes now before the next sim without any waivers.

dude check in-game...you have until the end of this segment to get under cap and/or make roster moves without waiver claims.

Nice! I'm just instantly wary of EA programming because they've screwed so much up in this game I just sort of expect things to go sideways. I should probably have just checked first.
