Default Who would you call to fix a moisture problem with a exhaust fan?

I've got a situation where there's some water stains showing up around an exhaust fan in a bathroom.

To me it could either be due to a leak in the actual roof where the exhaust fan vents, or it could be due to poor/incomplete insulation around the exhaust fan duct in the attic.

For the first I'd call a roofer I guess to look at it, but I'm not sure who I would call to check and fix the second one to make sure and do a proper job of it.

Just a general handy-man doesn't seem like the right answer.
