Suspended License and Business vehicle Insurance question...

Couple of quick questions:

I have a buddy who has a suspended license in BC. His period of suspension expires sometime next month, and he has about 2k in fines to pay. (DUI)

Can he get an AB license before the BC suspension expires and without paying the fines? Or does he have to clear up his mess in BC before being licensed here?

Also, he has a truck that he wants to register in his business name. In Alberta, when you register the vehicle in a business name (or can you even do that?) do you have to list a primary driver for insurance reasons? (With his past record, he doesn't want to be listed and have his rates high)

Does anyone know how that works or is there anything he needs to know?

I believe the registries are connected between provinces.

He should be careful with the insurance/registration. If he has a loss and did not disclose properly the usage/driver of the vehicle is can/could be denied.
