Hard drive issue

I have an SSD primary drive and a 3TB SATA storage drive.

My issue is, sometimes when I restart and boot up my system it will only load the SSD drive and not the SATA drive... is this normal? The only way for me to get both to boot up, is to keep restarting until randomly both show up. its like a coin toss every time I boot up. Sometimes both drives will be there and sometimes only the SSD will be there. Just wondering if this is normal when you have a SSD primary drive

I dunno I would just Google #### i guess, but since I'm here I might as well ask. I dunno why you guys are so against me Ive been nothing but polite to everyone
