Further to what zalmer says, perhaps the video doesn't actually need re-encoding. Although there are differences between PAL and NTSC (frame rates), you may simply need to break the region lock, which you have already done by ripping it onto your computer. I'd try and burn the image onto a blank DVD which will be region-free, pop it in and see what happens. All you have to lose is the cost of a DVD.
Keep in mind that, if the original disc is a 9 GB DVD, you may run into problems as most blank DVDs are 4.7 GB. SO you may need to pick up some dual layer discs (and ensure that your burner can support dual layer burning).
I have a few DVDs from Italy, but the menus were not important to me, so I simply ripped them, encoded each episode as a video file, and stream them to my PS3 via the free "PS3 Media Server". No menus, obviously, but I have found that to be the best way to watch them on my PS3. You can even stream the DVD image directly, but unfortunately it doesn't do the menus that way either.
