There's an Irish store in Market Mall. Not close to downtown, but closer than Hesla's suggestion.

I believe that is an English store but I think they carry Irish stuff too.
Furthermore, we have Irish stores all over the city. They're called liquor stores. They sell all of my favorite Irish souvenirs.

One in Eau Claire and one in Market Mall
As an aside, wasn't Eau Claire supposed to close down a while back?

The Soccer Shop would have them. Also not downtown, but hey whatever.

Not much help, but I buy my Sleemans and Cherry Ripes here in London at a store that specializes in Canadian, Australian, Kiwi and South African goods in Covent Garden.
A strange mix, but very handy.
Got my son the Irish rugby jersey for Christmas.
