Default LF: Water Softener technician

I just need to know if my system is garbage and I need a new one or if I can fix the existing one. I have a quick question that I think I know the answer to already.

I have a resin tank that is inside a square plastic housing that I believe is just supposed to hold the tank upright and match (in appearance) the brine tank. This plastic housing is filling up with water and overflowing. There is no water coming from the bottom of the control valve where it screws in to the resin tank so I am assuming that the resin tank must be cracked or something. Does anyone know if this sounds correct?
