Can I use my Rogers iPad 3G in the States or would I incur extra costs, or will it even work?

It will work, the same as any other phone. It is just a data plan.

You would probably be best to get a US sim card.

Looks like the rate for data roaming is 3¢ per kb. So $30.00 per MB.

If you do need to use data; you can pre-purchase data for less.
