That's the clause that specifies "the commissioner be directed to perform his duties without expressing any conclusion or recommendation regarding the civil or criminal liability of any person or organization and to ensure that the conduct of the inquiry does not jeopardize any ongoing criminal investigation or criminal proceedings."
What the lady is saying is that the Gomery inquiry, for all its explosive and incriminating testimony, will wrap up with not a bang but a whimper. That's how Martin set it up and that's why he wants it to run its course. That's why he hand-picked the Montreal judge, who was a Liberal appointee to the Copyright Board of Canada. That's why Gomery "innocently" trivialized the whole issue last winter by invoking Chretien's golf balls instead of the criminal conspiracy at the heart of the sponsorship program, which Chretien created and controlled.
