Default Home Reno. Tax Credit (how does it work?)

This has probably been discussed before, I tried to search through previous threads so it wasn't Fata but couldn't find anything, my apologies if it's a major repeat....anyways I have no idea how this HRTC works!! I was under the assumption that when I filed my taxes this year there would be a section on there where I could claim my expenses for the deck I built last summer, no luck! I heard something about applying for a grant? I am going to get my basement developed this year and don't want to be left out in the dark again next year without looking into this tax credit, so I guess what I am asking is has anyone done this before and how does it work step by step so I can be eligible for the $1350 max amount you can get. Thanks so much.

I could have sworn that was a temporary thing. I seem to recall Home Depot having a big promotion surrounding it about this time last year when it was nearing an end...

EDIT: clearly not quick enough on the draw..
