What sort of factors get buildings red flagged by cmhc?

What do condo corps have to do to get the red flag off?

I'm thinking of after the straw buyers have been foreclosed upon and new owners take over in a condo conversion....

let me know your thoughts if this would be red flagged or what can be done for future owners.
