Between those two get a gerbil. I had both when I was a kid, and gerbils loved to play whereas hamsters loved to sleep. Also when (not if) they escape, a hamster will just find a hiding place and you will never see him again; whereas a gerbil will come looking to see why you stopped chasing him.

I had a hamster once and then it got out of it's cage and we didn't see it for the longest time. Assuming the worst, we got another hamster. By the end of that day we had two hamsters as the other one showed up.

Aquarium maintenance (done properly) can be a lot of work. I spend about one hour per week on mine.

I had one as a kid. Biggest issue is they are nocturnal. It sleeps most of the day away and runs around at night.
Mine chewed all the spokes out of its wheel. So I got him a metal wheel. That wheel squeaked.
All in all, it was a cute pet but not a very interactive pet.

why not a small dog or cat.
what the condo board doesnt know, wont hurt them. So long as the animal isnt loud when you are away, they will never know.
I am a dog person, but a cat is less maintenance and less noisy.
