If any one of your friend is with apegga, you can get them to rent through enterprise without that fee.
Most rental company will negate that charge if a corporate rate is available.

We looked into this for a trip a couple months ago, and taking a rental car into the States from Canada can be quite an ordeal. Many companies charge extra if you plan on doing that, and you have to let them know in advance so you don't get stopped at the border. We found the best rate was from Enterprise, but we ended up borrowing a van instead because like you say it was gonna get ridiculous for the rental.
Rent-A-Wreck had good rates, but they wouldn't let us take the rental into the States. Maybe that's different in Calgary.

I'm pretty sure Enterprise won't let you take their vehicles over the border.
Same goes for the Driving Force.
I found that Discount was the most helpful...

a couple years ago, only budget and hertz allowed us to take the vehicle into the US. 2 years ago, you were also able to waive the 25 and under fee at hertz if you are a member of CAA. I think they took that out now though..

Enterprise will let you go into Washington if you rent it in Vancouver. They have the best rates. But if you rent in Calgary you have to stay within Alberta.
or they start charging by the kilometre.

It depends on who you talk to... anyone can waive the fee for anyone, it's just that the desk agents make commission on it so they rarely do it. Also, check to see if your home insurance and credit card will cover rental car insurances. Don't buy the gas from them unless you plan on returning it very very very close to empty.
I used to work there, and I got wicked commissions just because people would listen to me when I lied. I have no morals.
Enterprise has the best rates though, so if you can go through them it's probably best. Plus, sometimes they forget to charge the under-age fee anyway (like when I last rented a car).

Discount Car and Truck rental may allow it. If you're underage (18-20, I think) , they have a policy where they charge an extra fee, like $5 daily. It's not too bad

Avis had no problem with me renting a minivan and going into the States from Calgary. They didnt charge anything extra either.
Just rented at Enterprise today, and they do not allow travel into the US. They dont allow it outside of Alberta either, apparently, but the rental agent said they have no way of knowing what province you take the car to once you rent it.
