Default ADQ's Dumont open to constitutional talks

But, apparently, this time its being done with the goal of signing it....

The Opposition leader, whose Action Démocratique du Québec captured 41 seats in Quebec's national assembly in last month's provincial election, said Saturday he's ready to launch new talks to enable the province to sign the 1982 accord.

If Ottawa is ready to open the debate on spending power, [Quebec's] national assembly should have an initiative to facilitate its inscription in the Canadian Constitution,

Yeah right. The way that article makes it sound, the entire thing would need to be reopened. It sounds like he's saying "It seems that we now have a Federal Government willing to bend over for us, so many we should get while the going is good!"

It's not going to work while there's a minority in the House.

Well, its interesting. I just heard a report on this on the radio. Apparently, Dumont stated that "it was a major mistake that quebec did not sign the constitution". He said it is something that has to be done gradually, but it sounded more like a we should have signed and so we will take the steps to sign it type of thing. Who knows though.

I think taking the steps to resigning would involve reopening it though, in which case everyone needs to sign again. Perhaps I'm wrong... any Constitutional Law specialists in the house? Could they just sign it, or does everyone have to do it all over?

Good point I guess Firefly. I have no clue either....I wonder if they just said: "ok, I'll sign" and didn't change a single thing whether that could be done. Just like that. (Yes I realize that I am being simplistic here, and yes I realize the chances of this happening may not be high....but just curious re: the technicalities of the process).
