neither is better. It's also not the dichotomy you make it out to be since a goalie can make a bad NHL team into a good one single-handedly, and vice versa.
Goalies have good years and bad years, and what's best is to capitalize on good years. Wolf had two great years in a row that we wasted in the AHL. I don't know if this is a good year for him or not, but if it is, then the AHL is not where we should have him
