I wasn't aware they were even planning on announcing this so soon. They haven't even started the bid process for the 2030 Winter Games.
It looks like there was no bid for these games, which could be the new standard going forward. There was a simple yes/no vote and there were enough yes votes to award the hosting rights.
2024 - Paris
2028 - Los Angeles
2032 - Brisbane

"The IOC also modified the Olympic Charter to increase its flexibility by removing the date of election from seven years before the games and changing the host as a city from a single city/region/country to multiple cities, regions, or countries."
Think the new method makes sense. The IOC is going to pick who they want anyways, so lets save the millions and millions of dollars, manhours, and emotional heartbreak of the bid process.
